The event is also being attended by a delegation headed by M. Abdullaev, First Deputy Chairman of the Chamber of Accounts of the Republic of Uzbekistan.

Speaking at the opening ceremony, Baiba Braže, Minister of Foreign Affairs of the Republic of Latvia, emphasized the important role of states with strong and effective governance in ensuring security and stability in Europe.

It was noted that the development of public financial control and external audit institutions, strengthening their capacity, and introducing international standards are among the key prerequisites for effective public governance. Cooperation in this area contributes to strengthening public confidence in state institutions, ensuring the efficient use of public funds, improving the investment climate, and supporting economic growth.

The forum particularly highlighted Latvia’s long-standing cooperation with Ukraine, Moldova, Armenia, and Uzbekistan in the field of public audit. In particular, the importance of exchanging experience with partner countries based on Latvia’s practices in public administration, European integration processes, and the implementation of international standards was emphasized.

The event noted the importance of improving public financial management and external audit systems in Ukraine and Moldova as part of their integration into the European Union. It was also emphasized that the consistent continuation of reforms, ensuring the rule of law, and increasing the efficiency of public financial management are important areas of these processes.

Particular attention was also paid to cooperation with Uzbekistan. In particular, Uzbekistan’s importance in promoting regional stability and expanding transport and trade links was emphasized in the context of further developing relations between the European Union and Central Asia. The reforms being implemented in Uzbekistan aimed at improving public administration, efficiency, and transparency were highly appreciated.

For information, since 2016, the State Audit Office of Latvia has been implementing a development cooperation project aimed at strengthening the capacity of supreme audit institutions of the European Union’s Eastern Partnership countries and Uzbekistan.

While cooperation under this project initially began with individual training events on the application of ISSAI international standards, it has now evolved into long-term institutional cooperation.

Cooperation between the supreme audit institutions of Uzbekistan and Latvia has developed consistently in recent years and also includes an Action Plan for Practical Measures for 2026–2028.

Within this cooperation, work is being carried out in a number of areas, including improving public audit methodology, introducing international standards, enhancing auditors’ professional skills, and exchanging best practices.

As part of the forum, a number of meetings are also being held between the delegation of the Chamber of Accounts of the Republic of Uzbekistan and Latvian state authorities, the State Audit Office, and other partner organizations.

These meetings address issues related to further expanding practical cooperation between the supreme audit institutions of the two countries, implementing international audit standards, improving the efficiency of public financial management, and exchanging experience.

The forum and meetings are serving as an important platform for bringing cooperation between Uzbekistan and Latvia in the field of public audit to a new level, developing modern audit approaches, and introducing international best practices into national practice.
