Foundations of the Organization of Supreme Audit Institutions of Turkic-speaking States (TURKSAI)

Over recent years, the community of Turkic States has become an influential and dynamically developing international organization. Due to the political will of our leaders, political dialogue between our countries has intensified and mutual trust has strengthened.

Partnership projects and humanitarian programs are being actively implemented. For example, practical cooperation is currently underway in more than 35 areas within the Organization of Turkic States.


The President of the Republic of Uzbekistan Shavkat Mirziyoyev proposed the creation of a "Space of New Economic Opportunities" within the Turkic Community in the near future. Our country was invited to develop a Development Strategy and Roadmap for the Organization of Turkic States until 2030.


Such high-level practical cooperation is also consistently pursued between the Supreme Audit Institutions (SAIs) of the member states of the Turkic Community. 


A meeting of delegations of the SAIs of Turkic-Speaking States was held in Istanbul, Türkiye, from November 21 to 23, 2025. 


Delegations from the SAIs of Türkiye, Kazakhstan, Azerbaijan, Kyrgyzstan, and Uzbekistan, as well as the Secretary General of the Organization of Turkic States, K. Omuraliev, participated.  


The meeting's agenda included the establishment of the Organization of Supreme Audit Institutions of Turkic States (TURKSAI). The initiative to establish TURKSAI was approved by all participants. A Declaration of the new organization was signed.


For reference: The purpose of establishing TURKSAI is to exchange experience in public auditing among the SAIs of Turkic countries, develop audit standards, implement joint audit projects, and enhance human resources capacity.


A. Allaberganov, Deputy Chairman of the Chamber of Accounts of the Republic of Uzbekistan, addressed the plenary session. The report put forward proposals to approve the Organization's Charter, establish an Advisory Council, and expand cooperation in areas such as training and exchange of experience, digitalization of auditing, and the development of artificial intelligence.


The corresponding protocol was signed following the first TURKSAI meeting. It was agreed that the chairmanship of the new organization would rotate among member states every three years (in alphabetical order). The first chairmanship was awarded to the Turkish Court of Audit, which hosted the meeting.


Furthermore, it was agreed to hold a meeting of the heads of SAIs of member states within the framework of TURKSAI every three years. To strengthen the international standing of the new organization, practical steps were outlined for its admission as a member of the International Organization of Supreme Audit Institutions (INTOSAI).


During the meeting in Istanbul, a delegation from the Chamber of Accounts of Uzbekistan held bilateral meetings with the SAIs of TURKSAI member states. 


In particular, issues such as the digitalization of public audit, artificial intelligence, the use of big data, enhancing bilateral human resource capacity, and sharing audit methodology experience were discussed with the heads of the SAIs of Azerbaijan and Kyrgyzstan, and areas of cooperation were identified.


An agreement was also reached to sign Memoranda of Understanding with these countries.


The meetings in Istanbul opened a new chapter in the history of relations between the SAIs of Turkic-speaking countries. The agreements reached will contribute to improving the activities of the SAIs of member states based on international standards.
