RESULTS OF THE ANALYSIS OF THE IMPLEMENTATION OF REGIONAL SOCIAL AND INDUSTRIAL INFRASTRUCTURE DEVELOPMENT PROGRAMS

In the first quarter of the current year, the Chamber of Accounts conducted a remote analysis of the implementation of the 2025 regional social and industrial infrastructure development programs.

Within the framework of 5 state programs for the development of social and industrial infrastructure in 2025, a total of UZS 32.2 trillion was allocated for 9,066 projects.


According to the reports, UZS 28.1 trillion (87%) was utilized, UZS 28.6 trillion (89%) was financed, and 7,553 facilities were commissioned under the programs. Including:


A) In the social sector — 1,144 general education and creative schools, 286 kindergartens, 334 healthcare institutions, 123 higher education, science and innovation facilities, as well as 178 sports and cultural facilities;


B) In the field of engineering infrastructure and beautification — 259 drinking water supply and sewerage network facilities, 31 heating supply facilities, 2,399 road infrastructure facilities, 3 railway transport and metro facilities, 1,123 irrigation and melioration networks and structures, 951 power supply improvement facilities, 6 gas supply facilities, 502 district (city) architectural improvement and beautification facilities, as well as 214 other facilities where construction, repair, and equipment installation works were completed and commissioned.


The audit identified a number of shortcomings related to the implementation of the programs. In particular:


Financing was not opened and construction works were not initiated for 250 projects under the programs due to the following reasons:


-expert conclusions were not obtained for 167 facilities;


-contractors (suppliers) were not identified for 60 projects;


-design and cost estimate documentation was not developed for 14 facilities;


-6 facilities were deemed non-promising by local administrations and local councils;


-the land category was not changed for 3 facilities.


A total of 89 carry-over facilities included in the 2025 Social and Industrial Infrastructure Development Program were not reflected in the 2026 program.


Reports indicated that 7,553 facilities were commissioned in 2025; however, acceptance certificates for 2,663 facilities (36% of the target) were not uploaded to the “Transparent Construction” platform.


In order to eliminate the shortcomings identified during the audit, the following proposals and recommendations were provided to the relevant ministries and agencies:


-jointly with customer organizations, review the address list of unfinished facilities and take measures to complete them within the framework of the 2026 social and industrial infrastructure development program;


-together with relevant ministries, agencies, and local administrations, conduct a full inventory of projects implemented under the programs, complete the formalization of facility acceptance certificates, and ensure their full reflection in the “Transparent Construction” and “Capital Investments” information systems;


-in order to significantly increase the responsibility of ministries and agencies, introduce an automatic rating (KPI) system to assess compliance with established tasks and deadlines in program implementation.


The proposals aimed at eliminating the above-mentioned shortcomings were submitted to the Presidential Administration, and the Cabinet of Ministers assigned relevant tasks to the respective ministries and agencies.
