Audit conducted in the field of vehicle technical inspection and retrofitting

The Chamber of Accounts examined the fulfillment of tax obligations by business entities providing technical inspection and vehicle retrofitting services.

In 2023–2025, a total of 4.5 million vehicles underwent technical inspection, and 937.3 thousand vehicles were retrofitted.


The audit identified systemic shortcomings in the digitalization of services and electronic data exchange between authorized bodies. In particular:


– lack of integration between the traffic police information system and tax databases, resulting in incomplete service accounting;


– absence of digital control over the validity of qualification certificates;


– absence of technical inspection centers in 65 districts (cities).


Following the review, instructions were issued to the Ministry of Internal Affairs and the Tax Committee to:


-eliminate identified deficiencies;


-maintain proper records of business entities;


-reduce off-bank cash circulation;


-ensure completeness of tax revenues.


In addition, recommendations were provided:


– to establish deadlines for eliminating defects and re-inspection;


– to ensure data exchange on qualified entities;


– to integrate public service data into tax systems;


– to establish inspection centers in underserved regions;


– to introduce tax control mechanisms through an automated cameral system.
