Chairman of the Chamber of Accounts of the Republic of Azerbaijan visits Uzbekistan

A bilateral meeting with a delegation headed by Vugar Gulmammadov, Chairman of the Chamber of Accounts of the Republic of Azerbaijan, was held at the Chamber of Accounts of the Republic of Uzbekistan. The guests were received by M. Abdullaev, First Deputy Chairman of the Chamber of Accounts of the Republic of Uzbekistan.

For reference: The Chamber of Accounts of the Republic of Azerbaijan is the supreme state body responsible for budgetary and financial control and is accountable to the Milli Majlis (Parliament). It was established in 1999 and operates on the basis of a collegial management system.


During the meeting, it was emphasized that relations between Uzbekistan and Azerbaijan are based on deep historical, cultural and fraternal ties. Strategic partnership relations between the two countries are steadily developing.


It was also noted that these processes are the result of the policy of openness and large-scale reforms carried out by the leaders of the two states.


The parties discussed the current state and prospects of cooperation between the Supreme Audit Institutions of the two countries. The Chamber of Accounts of Azerbaijan has extensive experience in modernizing the system of state financial control, developing various types of audits and implementing international auditing standards.


For reference: The Chambers of Accounts of Uzbekistan and Azerbaijan are members of INTOSAI, AZOSAI, ECOSAI, the CIS and the Council of Supreme Audit Institutions of Turkic-speaking states. Recently, delegations of the two institutions held meetings in India, Türkiye and Egypt.


The parties exchanged views on auditing the state budget draft, compliance auditing in the management of public funds and state property, governance auditing in the education system, assessing the effectiveness of digitalization processes, and auditing financial support for the food security system.


Auditors of the Chamber of Accounts of Azerbaijan presented thematic presentations on the institution’s activities, its legal framework, objectives and tasks, areas of audit activities, objects of state audit and the scope of financial control.


In turn, auditors of the Chamber of Accounts of Uzbekistan presented reports on state budget auditing and control mechanisms, implementation of international auditing standards, digital transformation and the organization of remote control systems.


Within the framework of the meeting, a Memorandum of Cooperation was signed between the two institutions. The document provides for the exchange of experience in the methodology of external public audit, improving the professional training and skills of employees, exchange of documents, consultations, joint research, parallel audits and webinars.


In particular, the parties expressed their readiness to conduct parallel audits during the current year in several areas of economic and social importance, including audits of revenues and expenditures of medical insurance funds, audits of the organization of emergency medical services, audits of the effectiveness of information technologies in the education system and other areas.


The Azerbaijani delegation also visited the Remote Control Center of the Chamber of Accounts and highly appreciated the ongoing work in the field of digitalization. The delegation members were presented with the automated information system “Remote Audit”, introduced for conducting risk analysis in public institutions.


The visit of the delegation headed by V. Gulmammadov elevated cooperation between the Supreme Audit Institutions of the two countries to a new stage.
