Practical seminar on threats in the field of risk management in large enterprises
In Tashkent State University of Economics held an educational and practical seminar on the topic “Types of audits conducted on the basis of international standards at large enterprises with a government share of 50 percent or more in the authorized capital, the possibility of using remote audits, as well as factors of effective management of the internal control system in the fight against corruption.”

The event was jointly organized by The Accounts Chamber, The Anti-Corruption Agency, and The Prosecutor General's Office. Participants included executives from major enterprises, heads of internal audit units, financial and economic services, compliance control departments, and risk management divisions.
First Deputy Chairman of the Accounts Chamber, Mehriddin Abdullayev, emphasized the importance of the transformational processes being implemented within the agency. He noted that the President outlined priority tasks for the Accounts Chamber during a meeting held on January 20 of this year, as well as in the decree dated July 10, 2024, titled "On Additional Measures to Strengthen Financial Control over Budget Expenditures."
Starting January 1, 2025, Risk Management Committees led by senior executives will be established in government institutions and large organizations where the state holds a share of 50 percent or more, aiming to prevent financial and other risks.
Their main responsibilities include investigating the causes of identified issues and shortcomings in the system, preparing analytical reports and legislative improvement proposals, and enhancing staff capabilities.
Mehriddin Abdullayev noted that the first step in implementing these tasks was the profound reform of the Accounts Chamber itself, shifting control measures from merely identifying errors to examining systemic issues at audited entities and seeking solutions with a focus on external audits.
Director of the Anti-Corruption Agency Akmal Burkhanov highlighted in his presentation the systemic and comprehensive measures against corruption being implemented nationwide, thanks to the political will of the President, encompassing all spheres of state and public life.
As of January 1 of this year, internal control mechanisms have been implemented in 117 government institutions with a total staffing of 1,285 employees. Anti-corruption systems have been established in 190 state bodies and enterprises with government participation.
Each state institution has an established anti-corruption policy that includes mechanisms for identifying and assessing corruption risks, resolving conflicts of interest, adhering to ethical standards, and employee training and awareness enhancement.
During the event, the Accounts Chamber and the Anti-Corruption Agency signed a Cooperation memorandum and an action plan for its implementation. The cooperation envisages joint efforts to ensure effective internal control, real-time information exchange between agencies, compliance with legislation in public procurement, and the preparation and exchange of analytical materials.
Foreign partners also participated in the seminar. Specifically, Askar Obidov, Director of Business Consulting at Ernst & Young in Uzbekistan, presented on improving the financial and operational efficiency of JSC "Uzsuvta'minot".
Presentations were also delivered on significant thematic areas such as conducting international standard audits in major enterprises with at least 50% state ownership, effectively implementing conflict-of-interest legislation, compliance with public procurement laws, organizing capital construction works, and business plan development.
Particular attention was given to the extensive use of remote auditing through advanced information technologies and the effective integration of the Accounts Chamber’s "Remote Audit" automated information system with those of ministries and departments.
The Accounts Chamber outlined the following directions for major enterprises:
· Strict compliance with legislation on public procurement;
· Improving operational efficiency, optimizing production costs and operational expenses, and digitalizing production processes to enhance labor productivity;
· Adhering to principles of economy, efficiency, and effectiveness when making decisions on investment expenditures, construction, reconstruction, and maintenance of facilities;
· Preparing semi-annual financial reports in line with international standards, enhancing the skills of responsible specialists through training in international certifications such as ACCA;
· Broad implementation of risk management systems, conducting preliminary analysis, and minimizing financial and economic risks;
· Strengthening internal control and audit systems to support enterprises in achieving strategic goals.
At the event's conclusion, speakers stressed the importance of adhering to the principles of economy and sustainability, urging all participants to efficiently use resources, avoid unnecessary expenses, maintain executive discipline, and take necessary measures to prevent legal violations.
The event was interactive, covering topics such as improving cost efficiency in large enterprises, analyzing systemic issues, and implementing innovative solutions based on advanced international experience.
