The Chamber of Accounts’ Conclusions Are Being Presented During the Discussion of Local Budgets for 2026

In accordance with the Law of the Republic of Uzbekistan “On the Chamber of Accounts” and the requirements of the Budget Code, the Chamber of Accounts has prepared conclusions on the draft local budgets of the Republic of Karakalpakstan, the regions and the city of Tashkent for 2026.

Pursuant to Presidential Decree No. PF-100 dated July 10, 2024, these conclusions are to be discussed at the sessions of the Jokargy Kenes of the Republic of Karakalpakstan and the Councils of People’s Deputies of the regions and the city of Tashkent with the participation of authorized representatives of the Chamber of Accounts.


In this regard, sessions of the Jokargy Kenes of the Republic of Karakalpakstan and the Councils of People’s Deputies of the regions and the city of Tashkent were held on December 27–29, 2025. During these sessions, the conclusions prepared by the Chamber of Accounts on the draft local budgets for 2026 were discussed, and the proposals and recommendations set out therein were presented to the public.


During the discussions, particular attention was paid to expanding the revenue base of local budgets by reducing the share of the shadow economy, improving the financial sustainability of legal entities, and creating additional tax sources and jobs. Attention was also given to ensuring well-grounded and proportionate planning of budget expenditures, including state and territorial programs, wages and equivalent payments, as well as expenditures for food and communal services.


At the same time, the essence of Presidential Decree No. 252 dated December 18, 2025, “On Additional Measures to Further Improve State Audit and Financial Control Activities,” was explained. In accordance with this decree, starting from April 1, 2026, the activity of a chief inspector as a representative of the Chamber of Accounts will be introduced in 23 ministries and agencies, as well as in the Council of Ministers of the Republic of Karakalpakstan and in regional and Tashkent city administrations.


Within the framework of this decree, tasks were set to prevent violations of budget legislation and to strengthen control over the targeted, efficient and economical use of funds allocated from external borrowings, investment programs and subsidies.

Following the sessions, the Jokargy Kenes of the Republic of Karakalpakstan and the Councils of People’s Deputies of the regions and the city of Tashkent, taking into account the recommendations and guidelines reflected in the conclusions of the Chamber of Accounts, adopted relevant decisions approving the 2026 budget of the Republic of Karakalpakstan as well as the local budgets of the regions and the city of Tashkent.
