Development of Rural Entrepreneurship: Opportunities Exist, but Implementation Is Weak

In Uzbekistan, the project “Rural Entrepreneurship Development (Phase 2)” is being implemented with the participation of the World Bank to promote entrepreneurship in rural areas, ensure employment, and increase incomes.

The audit conducted by the Chamber of Accounts in the first quarter of 2026 revealed a number of systemic issues in this major project.


The project is planned for 2022–2026, with a total value of USD 246.8 million, of which USD 200 million is financed through a World Bank loan.


To date, USD 126.9 million has been allocated to various areas, including lending, guarantees, business incubation, and support for women’s entrepreneurship.


Positive results achieved include:


• 2,865 subprojects financed and 4,910 new jobs created;


• 21 business incubators and mentoring centers established;


• over 1,600 women trained in entrepreneurship;


• guarantees exceeding UZS 645 billion provided to entrepreneurs.


However, the audit identified several issues negatively affecting efficiency:


USD 30.7 million allocated to commercial banks remains undistributed for 3.5 years;


USD 3.6 million in 18 subprojects was misused;


Out of 528 projects, 32 (USD 6.8 million) are not operational, and 5 have stopped;


In business incubation:


– over 50% of funds (USD 2.9 million) remain unused;


– only 3 out of 10 contracts signed due to delays;


Monitoring platform implementation remains incomplete;


Only 16% of planned 10,000 women trained; grants not provided;


No funds allocated for green technologies;


Weak management and lack of qualified staff.


Recommendations include:


• reallocating idle funds;


• strengthening management;


• launching digital monitoring;


• introducing KPI-based evaluation;


• accelerating women entrepreneurship and green initiatives.


Conclusion: The project has significant economic and social importance, and implementing recommendations will improve its effectiveness.
