Performance audit of financial support for youth activities under the “Youth Business” program at Aloqabank

The Chamber of Accounts conducted a performance audit at Aloqabank on the creation of jobs for youth and financial support for their activities under the “Youth Business” program.

During the audit, special attention was paid to the efficient use of concessional funds, job creation for youth, and financing of startup projects.


Within the program, funds were allocated under the “Jobs for Youth” and “First Step into Business” projects, ensuring youth employment and investment in startups.


As of November 1, 2025, a total of 8,206 loans amounting to 904.6 billion soums were issued.


From funds allocated to the bank’s charter capital, 25.7 billion soums (USD 2.1 million) were invested in 33 startups.


The audit revealed the following issues:


– monitoring of 3,571 loans was delayed, and 1,434 loans were not assessed for targeted use;


– cases of misuse of loans were identified, including spending on alcohol, tobacco, tourism services, and foreign currency purchases;


– concessional resources were used to cover deposits attracted from other banks (Ipak Yuli Bank, Infinbank, Davrbank) and to purchase government securities;


– despite free service provisions, fees were charged in some cases;


– 480 self-employed individuals ceased their activities at the time of review;


– the number of jobs created was 1,310 less than planned.


Based on the audit results, proposals were developed and submitted to the Administration of the President of the Republic of Uzbekistan.


Additionally, instructions were issued to the Central Bank and Aloqabank. As a result:


-a 24-point action plan was approved;


-technical restrictions were introduced on the use of credit funds;


-data exchange with tax authorities was established;


-unjustified bank income was returned to entrepreneurs.


Following the audit:


-Presidential Resolution No. PQ-59 dated February 11, 2026 was adopted;


-a draft resolution for 2026–2028 is being developed.
