Relations between the Supreme Audit Institutions of Uzbekistan and Turkey have been further strengthened

On May 5 of this year, a delegation led by the President of the Turkish Court of Accounts (the Supreme Audit Institution) Metin Yener arrived in Uzbekistan for a visit. The purpose of the visit is to exchange experience in the field of external state audit and to identify promising areas of cooperation between the institutions.

For reference: The Court of Accounts of the Republic of Turkey (in Turkish: Sayıştay) is the country’s Supreme Audit Institution. It was established in 1862 during the Ottoman Empire. The institution is responsible for auditing state revenues and expenditures, as well as for overseeing public asset management on behalf of the Grand National Assembly (Parliament).

 

In recent years, cooperation between the Supreme Audit Institutions of Uzbekistan and Turkey has been steadily developing. In 2024, a Memorandum of Cooperation was signed between the two institutions in Ankara. This visit marks the first official visit of the President of the Turkish Court of Accounts to Uzbekistan.

 

First Deputy Chairman of the Accounts Chamber of the Republic of Uzbekistan, Mehriddin Abdullaev, emphasized that thanks to the political will and aspirations of the leaders and peoples of the two countries, bilateral relations have reached the level of strategic partnership. It was noted that the Supreme Audit Institutions of Uzbekistan and Turkey now cooperate both bilaterally and within international organizations.

 

The Turkish delegation was presented with information on the transformation processes being carried out in Uzbekistan’s Accounts Chamber, particularly in the areas of digitalization, auditing of state budget expenditures and revenues, and the use of information technology in the audit process.

 

The Turkish Court of Accounts delivered a presentation on its professional activities. Following that, the guests became acquainted with the operations of the Accounts Chamber’s Remote Monitoring Center.

 

The parties reached agreements on consolidating audit experience, developing new projects, and cooperating in the field of sustainable development. The importance of systematic cooperation in areas such as external state audit, implementation of international auditing standards (ISSAI), and IT-audit experience sharing was emphasized.

 

The proposal to establish a system of exchange for regulatory and legal documents between the institutions was approved. Additionally, the idea of organizing short-term training courses and workshops for 5 to 10 auditors from Uzbekistan annually at the Turkish Court of Accounts was supported.

 

During the meeting, the Uzbekistan-Turkey Consultative Council of Supreme Audit Institutions was established. A practical cooperation plan for 2025-2027 was also signed. It was agreed that the Council’s first meeting will be held next year in Istanbul.

 

The meeting in Tashkent opened a new chapter in the cooperation between the Supreme Audit Institutions of the two countries.

 

The Turkish delegation also visited the Higher School of Turkology under the Tashkent State University of Oriental Studies, where they familiarized themselves with the conditions created for the scientific and methodological study of the Turkish language and culture.

 

The visit of the Turkish Court of Accounts delegation to Uzbekistan is ongoing. Members of the delegation are scheduled to visit Urgench, Khiva, Samarkand, Gijduvan, and Bukhara.
