Based on analysis of data from the Company, commercial banks, and tax authorities, systemic support measures and existing challenges were reviewed.

The Entrepreneurship Development Company was established in 2023 to provide comprehensive support to small and medium-sized businesses.

For reference: subsidiaries include “Hamroh”, “TRK Invest”, “Uzagrostar Holding”, and the National Business Guarantee Company.

In 2024–2025, financial support totaling 4.8 trillion soums was provided.

80% of applications were approved, with services delivered for 42,000 cases (38,000 legal entities).

433.1 billion soums were allocated for 390 projects, and 35,600 projects were refinanced (3.2 trillion soums).

Key issues identified:

– closure of businesses receiving support;

– 14,200 businesses had no sales activity;

– only 288 out of 40,000 exporters;

– misuse of loans in 669 cases;

– lack of integration with Digital Government platform;

– no real-time data exchange for women’s loans;

– limited functionality in agro monitoring systems.

There is no unified coordination system for financial support.

In developed countries (South Korea, Germany, USA, Singapore), support is delivered through 1–3 institutions.

Banks provide loans, governments provide subsidies, funds provide grants.

Governments do not lend directly; services follow a “one-stop shop” model.

Recommendations include improving credit analysis, inventory of benefits, KPI systems, and creating a unified digital platform.

Findings were discussed and corrective measures defined.
