The meeting was jointly organized by the Federal Court of Accounts of Brazil (Supreme Audit Institution) and the Auditor General of Uganda, who serves as Chair of the Working Group.

Representatives of Supreme Audit Institutions from more than 30 countries, along with international experts, took part in the event.

Mr. Sh. Umedillayev, a responsible officer of the Chamber of Accounts of the Republic of Uzbekistan, also participated in the meeting.

The main theme of the meeting was “Critical Minerals for the Energy Transition: Global Trends and Implications for Governance.”

During the event, S&P Global Energy delivered a keynote presentation on global market trends for critical minerals essential to the energy transition, the growing demand for electric vehicles and battery technologies, and the role of Supreme Audit Institutions in the governance of mineral resources.

Experts from Brazil’s National Agency of Petroleum, Natural Gas and Biofuels (ANP) and the Brazilian Institute of Oil, Gas and Biofuels (IBP) also presented Brazil’s experience in managing the oil and gas sector.

In particular, discussions focused on the oversight of foreign companies, the protection of state interests under Production Sharing Agreements (PSAs), procedures for verifying the reasonableness of costs, and local content requirements.

A representative of the International Seabed Authority (ISA) conducted a special session on emerging trends and governance issues related to deep-sea mineral extraction in international waters.

This topic is of particular relevance to countries such as Uzbekistan, where extractive activities are land-based, as large-scale deep-sea mining may affect global commodity prices.

Representatives of INTOSAI regional organizations provided updates on initiatives related to the audit of extractive industries in their respective regions.

The participants also discussed the draft Work Plan of the Working Group for 2026–2028 and identified key priorities for future activities.

The meeting contributed to the exchange of international experience in the field of extractive industries auditing, strengthened the role of Supreme Audit Institutions in addressing the challenges of the energy transition, and further promoted international cooperation of the Chamber of Accounts of the Republic of Uzbekistan.
