First visit to the Supreme Audit Institution of China

On September 4-8, 2025, a delegation led by the Acting Chairman of the Chamber of Accounts of Uzbekistan M. Abdullaev paid a working visit to the National Audit Office (Supreme Audit Institution) of the People's Republic of China in Beijing.

The purpose of the visit is to strengthen bilateral relations between the supreme audit institutions of the two countries and exchange experience in the field of external audit.


This is the first visit of the management of the Chamber of Accounts of Uzbekistan to the National Audit Office of China. As part of the visit, an official meeting of the extended delegations of the supreme audit institutions of the two countries was held.


At the beginning of the meeting, the Auditor General of China Mr. Hou Kai noted with satisfaction the high level of relations between the two institutions.


For reference: On April 9-13, 2025, a delegation led by Hou Kai visited our country on a working visit. During the visit, a Memorandum was signed with the National Audit Office of China aimed at strengthening cooperation.


M. Abdullaev, referring to the traditional friendly relations between the peoples of Uzbekistan and China, which have a deep historical basis, noted the high potential for promising cooperation between the two countries. Then he provided detailed information on the large-scale transformation processes currently taking place in the Chamber of Accounts of Uzbekistan.


During the meeting, presentations prepared by delegations were heard. The reports covered thematic areas of modern auditing. In particular, an exchange of views took place on issues of conducting an audit based on international standards, in particular, remote auditing, currently relevant environmental auditing, audit of the targeted and effective use of agricultural land, and audit of information technology.


The Supreme audit institutions of the two countries agreed to consistently continue cooperation in order to develop mutually beneficial partnerships, exchange experience in the field of external audit methodology, information technology and innovative solutions, as well as increase human resources and promote professional development. At the same time, the parties emphasized the need to continue cooperation in many important areas, including establishing a mutual exchange of experience between employees, digitalization of audit processes, artificial intelligence and many others.


At the end of the meeting, a 3-year Action Plan was signed between the Supreme Audit Institutions of Uzbekistan and China. It provides for issues of mutual exchange of regulatory documents on activities, online dialogue, conducting training seminars and trainings, as well as improving qualifications through mutual visits.



In addition, an agreement was reached on the development of a professional dialogue between the two agencies in such areas as audit standards, methodologies, information systems, artificial intelligence, mechanisms for managing the activities of supreme audit institutions and assessing their effectiveness.
