Supreme Audit Institutions of Uzbekistan and Austria Expand Cooperation in the Field of Auditing

On 16 September 2026, a meeting was held in Bled, Slovenia, between M. Abdullaev, First Deputy Chairman of the Chamber of Accounts of the Republic of Uzbekistan, and Margit Kraker, President of the Austrian Court of Audit and Secretary General of INTOSAI.

The meeting addressed further development of cooperation between the Supreme Audit Institutions of Uzbekistan and Austria, the study of best practices in public audit, implementation of international standards in practice, the use of digital audit and artificial intelligence, as well as the expansion of professional relations within INTOSAI.

M. Abdullaev particularly noted the Austrian Supreme Audit Institution’s extensive experience in public audit, professional approaches and active participation in the development of international cooperation. The activities of Margit Kraker, in her capacity as Secretary General of INTOSAI, aimed at strengthening the independence of Supreme Audit Institutions, exchange of experience and international cooperation, were highly appreciated.

The meeting discussed the Austrian Supreme Audit Institution’s audit experience in such important areas as transport, climate change, education, scientific research, digitalization, energy and public services.

In particular, it was emphasized that audit approaches aimed at assessing the effectiveness of government programmes in the field of digitalization and the use of allocated funds, as well as measuring the concrete results of government programmes, are also of practical relevance to the Chamber of Accounts of Uzbekistan.

Particular attention was also paid to the Austrian Supreme Audit Institution’s practice of assessing its activities against international standards. It was noted that the use of self-assessment and external assessment mechanisms is an important tool for ensuring audit quality and further strengthening institutional capacity.

The parties expressed their interest in consistently implementing international standards in public audit, improving audit quality assurance mechanisms, and exchanging experience in performance audit, digital audit and the use of artificial intelligence technologies.

At the conclusion of the meeting, a number of measures were identified aimed at giving practical substance to cooperation between the Chamber of Accounts of the Republic of Uzbekistan, the Austrian Supreme Audit Institution and the INTOSAI General Secretariat.

In particular, online training courses on international standards — ISSAI — are planned to be organized from December 2026 throughout 2027. Separate training modules will be developed for senior officials and auditors, and following completion of the courses, proposals will be prepared to align the Chamber of Accounts’ internal regulatory documents with ISSAI requirements.

Practical measures will also be taken to further expand relations with INTOSAI and participate in the organization’s priority working groups. In particular, opportunities for membership in working groups on IT audit, data analytics and artificial intelligence, audit quality and other areas will be explored. The support and experience of the Austrian side will be utilized in this process.

In order to strengthen the participation of the Chamber of Accounts of the Republic of Uzbekistan in INTOSAI projects, it was decided to designate responsible representatives for each priority area and develop participation plans.

At the same time, an agreement was reached on participation as a speaker at the UN symposium planned to be held in Vienna in March 2027 on the use of information technologies and artificial intelligence in auditing, as well as on sharing Uzbekistan’s experience.

As part of this event, the Chamber of Accounts of Uzbekistan plans to present its experience in remote control, information systems and the use of artificial intelligence in public audit.

During the meeting, the Chamber of Accounts of the Republic of Uzbekistan also expressed its readiness to share with the Austrian Supreme Audit Institution its experience in reforms being implemented in digital audit and artificial intelligence, remote audit mechanisms and the automation of audit processes.

The parties also discussed opportunities to organize joint and parallel audits, mutual internships for auditors, expert exchanges and professional seminars.

The meeting marked an important step in expanding the professional relations of the Chamber of Accounts of the Republic of Uzbekistan with the Supreme Audit Institutions of European countries and INTOSAI, as well as in introducing international standards and advanced audit practices into the national public audit system.
