New Cooperation Projects Identified between the Supreme Audit Institutions of Uzbekistan and Slovenia
On 16–17 September 2026, a meeting was held in Bled, Slovenia, between M. Abdullaev, First Deputy Chairman of the Chamber of Accounts of the Republic of Uzbekistan, and Jana Ahčin, Head of the Supreme Audit Institution of the Republic of Slovenia.

During the meeting, the current state and prospects of cooperation between the Supreme Audit Institutions of the two countries, digitalization of public audit, the use of artificial intelligence technologies, capacity building for auditors, and the introduction of best practices in Uzbekistan were discussed.
M. Abdullaev highly appreciated the initiatives of the Slovenian side aimed at developing cooperation with the Chamber of Accounts of the Republic of Uzbekistan and expressed gratitude for the warm hospitality extended to the Uzbek delegation. It was noted that the meetings held in Tashkent in April this year contributed to further strengthening professional dialogue between the two Supreme Audit Institutions.
The meeting also included an overview of the institutional and digital reforms being implemented at the Chamber of Accounts of the Republic of Uzbekistan.
It was noted that the Chamber of Accounts is gradually moving beyond traditional financial inspections towards a modern public audit system based on international standards. Alongside financial, compliance and performance audits, methodologies for strategic audit and IT audit are being developed and introduced into practice.
At the same time, particular attention is being paid to ensuring the effective use of public funds, preventing financial errors and violations, identifying risks in advance, and strengthening preventive control mechanisms.
The meeting also addressed the work being carried out under Presidential Decree No. PF-123 of 6 July 2026, “On Measures to Further Develop Artificial Intelligence and Digitalization in Public Audit Activities.”
The document sets out a number of tasks aimed at modernizing the public audit system, widely introducing modern digital solutions and artificial intelligence technologies into the activities of the Chamber of Accounts, and developing remote audit and intelligent risk analysis mechanisms.
The document also provides for the establishment of an “Artificial Intelligence Laboratory” at the Chamber of Accounts, the introduction of modern modules and information systems such as “HP-AI audit assistant”, “Public Expenditure Scoring” and “Audit Management”, as well as maintaining a budget discipline rating of government bodies.
Within the framework of the meeting, specific measures were also identified to implement the agreements reached between the Chamber of Accounts of the Republic of Uzbekistan and the Supreme Audit Institution of the Republic of Slovenia.
In particular, online training courses on self-assessment and IT audit are planned for December 2026. The training programmes will be agreed upon with the Slovenian side, and participants’ knowledge and skills will be assessed upon completion.
It was also agreed to begin work on conducting joint audits in 2027. This will include agreeing on the audit topic, scope and timeline; signing a cooperation protocol covering the audit programme and information exchange procedures; establishing a joint audit team; and preparing a final conclusion.
An agreement was also reached to provide professional training for Chamber of Accounts staff in Ljubljana, Slovenia. The training courses will cover self-assessment methodology, digitalization of audit processes, and the use of artificial intelligence in auditing. Particular attention will be paid to studying Slovenia’s “Election Guardian” experience.
The introduction of a self-assessment methodology at the Chamber of Accounts, based on Slovenia’s experience and INTOSAI methodology, was also identified as one of the important areas of cooperation.
For this purpose, assessment procedures and criteria will be developed, a special assessment group will be established, and an initial assessment will be conducted, followed by the development of an action plan to address the identified shortcomings.
Practical measures were also identified to develop the IT audit function. In particular, it is planned to prepare a draft IT audit methodological guide based on training outcomes, establish a group of IT auditors, and conduct a pilot IT audit in at least one government information system.
The meeting also paid particular attention to the development of cooperation within the “Visegrad 4+2” format.
It was noted that the participation of the Chamber of Accounts of the Republic of Uzbekistan in this dialogue platform would expand opportunities for exchanging experience with the Supreme Audit Institutions of Central and Eastern European countries in the field of public audit.
The parties agreed to continue cooperation consistently in the areas of digital audit, the use of artificial intelligence technologies in audit processes, joint audits, professional development of auditors, and professional experience exchange.
At the conclusion of the meeting, the importance of further expanding professional dialogue between the Chamber of Accounts of the Republic of Uzbekistan and the Supreme Audit Institution of the Republic of Slovenia, as well as ensuring the practical implementation of the agreements reached, was emphasized.
