The meeting addressed further development of interparliamentary relations between Uzbekistan and Latvia, exchange of experience in the areas of public financial control and parliamentary oversight, as well as the expansion of cooperation between the supreme audit institutions of the two countries.

At the beginning of the meeting, M. Abdullayev conveyed warm greetings from Tanzila Narbayeva, Chairperson of the Senate of the Republic of Uzbekistan, and noted that interparliamentary relations between Uzbekistan and Latvia have been developing consistently in recent years.

It was noted that relations between the Oliy Majlis of the Republic of Uzbekistan and the Saeima of the Republic of Latvia have been developing on the basis of bilateral memoranda, interparliamentary friendship groups, and dialogue within international organizations. Members of the parliaments of the two countries have been exchanging legislative experience aimed at supporting economic and political reforms.

The meeting emphasized the importance of combining interparliamentary dialogue with the expansion of trade, economic, and investment cooperation. In particular, the sides exchanged views on prospects for effectively utilizing Latvia’s transit and logistics potential, facilitating access for Uzbek products to European markets, and developing cooperation in education, tourism, labor migration, and environmental protection.

M. Abdullayev briefed the Latvian side on the large-scale transformations being implemented in the public administration and public financial control systems as part of building a “New Uzbekistan” at the initiative of the President of the Republic of Uzbekistan, Shavkat Mirziyoyev. In particular, it was emphasized that the activities of the Chamber of Accounts are being improved in line with international standards, while performance, compliance, risk-based, and digital audit directions are being consistently developed.

Particular attention is being paid to the use of information technologies, artificial intelligence, and big data in audit processes. This makes it possible to identify risks associated with the use of public funds at an early stage, improve the effectiveness of control activities, and strengthen preventive approaches.

The meeting also addressed cooperation between the Chamber of Accounts of the Republic of Uzbekistan and the Oliy Majlis. It was noted that the Chamber of Accounts submits an annual report on its activities to the Legislative Chamber of the Oliy Majlis, provides conclusions on the draft State Budget, and conducts audits of budget execution and the targeted use of public funds.

The importance of cooperation with parliament in improving the legislative framework governing public financial control and the budget process was also emphasized.

Cooperation between the supreme audit institutions of Uzbekistan and Latvia was another key area of the meeting. It was noted that the State Audit Office of the Republic of Latvia is one of the closest international partners of the Chamber of Accounts of Uzbekistan.

The two supreme audit institutions have signed a Cooperation Agreement and an Action Plan for Practical Cooperation. During the official visit of Latvia’s Auditor General Edgars Korčagins to Uzbekistan in December 2025, a number of additional agreements aimed at further developing this cooperation were also reached.

During the discussions, the Latvian State Audit Office’s experience in presenting audit findings to parliament and the government, publicly disclosing them, and using state audit results in the budget process was highlighted as being of particular interest.

The sides emphasized the importance of exchanging experience on strengthening the role of supreme audit institutions in improving national legislation and developing mechanisms for cooperation between parliaments and external audit institutions.

At the conclusion of the meeting, the sides expressed their readiness to further strengthen interparliamentary relations between Uzbekistan and Latvia, as well as practical cooperation in the areas of public audit and financial control.
