Targeted Use of Funds Allocated to Finance the “Agro-Poultry Cluster” Project and Maintain the “Parrandasanoat” Association Reviewed

In order to ensure the implementation of the tasks set out in Presidential Resolution No. PP-238 dated June 27, 2024, “On Measures to Further Support the Poultry Industry, Introduce Modern Genetic Technologies and a Cooperation System,” the Chamber of Accounts conducted a review of the Committee for Veterinary and Livestock Development, the “Parrandasanoat” Association, and “Microcreditbank” JSCB.

The review focused on the effective use of preferential loans allocated under the project, the creation of new jobs, and the financing of the “Agro-Poultry Cluster” project based on a cooperation system with small-scale poultry farms.


The total value of the “Agro-Poultry Cluster” project is USD 100 million, with implementation planned in three regions of the country during 2024–2026.


Sources of financing: Fund for Reconstruction and Development – USD 35 million, international financial institutions – USD 40 million, project initiators – USD 25 million.


As of June 1, 2026, USD 46.8 million had been disbursed under the project, of which USD 30.4 million represented funds provided by the project initiator.


Of the funds allocated by the Fund for Reconstruction and Development, USD 16 million, or 47 percent, had been utilized.


Under the project:


– farms for keeping first- and second-order breeding poultry, with a combined annual capacity of 675,000 birds, have been commissioned in G‘allaorol, Bulung‘ur, and Ohangaron districts;


– an incubation facility with a capacity of 18 million chicks has been commissioned in O‘rtachirchiq district, while a plant with a capacity of 32,000 tons of specialized poultry feed has been commissioned in Jomboy district.


In Ohangaron district, construction of a poultry feed plant with an annual capacity of 700,000 tons is ongoing. (A 2.5-km railway line, 1.4 km of electricity networks, and 1.7 km of gas networks have been constructed using the project’s own funds.)


The following shortcomings and problem areas were highlighted during the review:


Ø the 104-hectare land plot selected in Ohangaron district for implementation of the “Agro-Poultry Cluster” project has not been allocated;


Ø the electronic system developed to analyze product prices and production volumes for businesses in the poultry sector has not been fully launched in accordance with the requirements set out in the concept. As a result, no enterprises are currently connected to the system;


Ø although the Strategy for the Development of the Poultry Industry for 2025–2027 has been developed, the Cabinet of Ministers has not yet adopted a resolution approving the strategy.


To ensure the targeted use of credit funds and the timely launch of the project, the following proposals were made:


ü take measures to accelerate, in accordance with the established procedure, the approval of the draft resolution of the Cabinet of Ministers “On Approval of the Strategy for the Development of the Poultry Industry for 2026–2028”;


ü take the necessary measures to change, in accordance with the established procedure, the category of the 27-hectare land plot in Ohangaron district whose category has already been changed, as well as the category of the 70.1-hectare land plot selected for the second phase, and allocate them to “Agro-Poultry Cluster” LLC;


ü ensure that the electronic information system operates fully in accordance with the technical specifications and establish a continuous monitoring system;


ü conduct negotiations with international financial institutions to attract investment into the development of the livestock sector;


ü jointly with the Fund for Reconstruction and Development, take measures to ensure the effective use of the allocated resource funds.


During the audit, the shortcomings identified in the sector were discussed with the responsible officials, and relevant measures were established to address them and prevent their recurrence in the future.
