During the audit, the corporate governance system, implementation of business plans, expenditures, and financial operations were examined.

Over three years, JSC “Uzbekistan Airways” served 16.9 million passengers (107.9 thousand flights), while LLC “Uzbekistan Helicopters” served 930.4 thousand passengers (19.5 thousand flights). The average seat load factor amounted to 85.1% and 73%, respectively.

The audit identified the following issues:

-limited share of long-haul routes, insufficient use of low-cost segment opportunities, low share of ancillary services, and underdeveloped Code Share and Interline partnerships;

-a significant decline in the company’s passenger service share in 2025 due to increased competition in the transport market;

-absence of a developed and regularly reviewed medium- and long-term development strategy.

Based on the audit results, 24 recommendations were developed to improve operational efficiency and profitability.

In particular:

-expanding cooperation with international airlines (Interline, SPA, Code Share), joining global alliances, and utilizing low-cost opportunities to increase revenues;

-optimizing route networks to improve aircraft utilization, average flight hours, and aviation efficiency indicators (ASK, RASK, CASK);

-developing tourism services using helicopters in cooperation with the Tourism Committee.

The identified issues were discussed with responsible staff, and an action plan along with recommendations was developed to eliminate and prevent shortcomings.

In addition, instructions were sent to the Ministry of Economy and Finance, the Tax Committee, and other relevant authorities to develop a medium- and long-term strategy and roadmap.
