The Chamber of Accounts Conducted an Audit in the Field of External Labor Migration
The Chamber of Accounts of the Republic of Uzbekistan conducted an external audit of the activities of the Migration Agency in the field of external labor migration, as well as the effectiveness of funds allocated to this area.

The audit noted that in recent years the number of citizens participating in external labor migration has steadily declined, while labor migration destinations have been diversified. In particular, significant changes have been observed in the geography of migration: the share of traditional destinations has decreased, while cooperation with European, Asian, and Middle Eastern countries has expanded.
Within the framework of intergovernmental agreements with foreign countries, the Migration Agency has expanded employment channels and established cooperation with countries such as Germany, Kuwait, France, South Korea, Italy, the United Kingdom, Japan, and Sweden.
At the same time, the audit identified a number of problems related to the registration of citizens sent abroad for temporary employment, the reliability of data in information systems, and the organization of employment processes. In some cases, citizens who had not traveled abroad were recorded in information systems as labor migrants.
Although the Agency and its foreign representative offices provided legal, social, and financial assistance to citizens, the effectiveness of identifying job vacancies and organizing structured overseas employment remained insufficient.
It was also found that fees were charged for overseas employment services, while funds subject to refund were accumulated for citizens who were not actually employed.
According to the audit results, risks of conflicts of interest exist within the management system of external labor migration, and sufficient conditions for the development of private employment services and fair competition have not been fully established.
In addition, limited monitoring and control mechanisms over programs related to sending students for seasonal work reduce opportunities to protect labor rights.
The analysis showed that scientifically grounded analyses and medium- and long-term forecasts for managing external labor migration have not been sufficiently developed. There is a need for strategic planning that takes into account the interrelation between demographic processes, the education system, and the external labor market.
Based on the results of the external audit, the Chamber of Accounts issued relevant instructions and recommendations aimed at eliminating identified shortcomings, improving accounting and control systems, ensuring the reliability of information databases, and enhancing management efficiency in the field of external labor migration.
