Towards Efficiency Through Digitalization: A New Stage Begins in State-Owned Enterprises

Uzbekistan continues consistent efforts to digitalize major state-owned enterprises, reduce costs, and increase efficiency.

At the video conference held on 27 October 2025 under the leadership of the President, new directions were set for advancing this sector.


During the meeting, tasks were identified to reduce production costs in strategic enterprises, cut expenses, increase the share of digital technologies in management, and fundamentally improve business plans for 2026.


To implement these tasks in practice, on 18 November 2025, Resolution No. F-59 “On Measures to Reduce Costs and Improve Efficiency in State-Owned Enterprises” was adopted.


This document legally reinforces ongoing reforms and serves as a key roadmap for implementing digital management and automation.


According to the resolution, starting from 1 March 2026, two digital systems — the “Unified Treasury” and the “Financial Model” — will be launched across 20 major strategic state-owned enterprises.


These systems enable centralized control of expense planning, procurement, treasury payments, and monitoring of business plan implementation.


The Experience of “Uzkimyosanoat” JSC — A Pilot Platform for Digitalization.


In accordance with the President’s instruction dated 6 February 2025, an “Automated Information-Analytical Center” has been established within “Uzkimyosanoat” JSC under the leadership of the Chamber of Accounts.


A presentation was organized at the center for representatives of 20 major strategic state-owned enterprises on the financial and operational efficiency of digitalization.


Participants were introduced to the capabilities of key information systems operating within the center, including the “Unified Digital Platform,” “Unified Treasury,” “My Warehouse,” and the “Financial Model.”


The advantages of integrating these systems into production processes, conducting online monitoring, automating calculations, and ensuring transparency in procurement were thoroughly explained.


The event was held in an interactive format.

Nearly 80 specialists — including deputy heads for economic affairs, accounting, treasury, and IT departments of major enterprises — took part.


Existing issues, as well as technical and organizational challenges in the digitalization process, were discussed in detail.

Based on the feedback provided by the Chamber of Accounts, enterprises were given specific practical recommendations and guidelines.


This process contributes to the phased introduction of a digital management model nationwide.
