The Chamber of Accounts (COA) conducted an analysis of the state of compensation for losses in agricultural and forestry production.

Between 2022 and 2024, 81,300 hectares of agricultural and forest land were reclassified as residential and industrial land.


Also exempt from compensation payments is land allocated for the establishment of energy and communications facilities, industrial enterprises and industrial zones, the construction of "New Uzbekistan" residential complexes and individual residential complexes, and mineral exploration and extraction.


Based on the proposals following the study, was adopted Decree No. PF-130 of the President of the Republic of Uzbekistan (August 12, 2025). In this regard, a change in land category and the implementation of a digitalized loss accounting system were determined. 


Also established as of March 1, 2026: 

- Submitting applications to change the category of agricultural land, online monitoring of their status, and reporting of results;

- Automated calculation of compensation payments for agricultural production losses made in accordance with the established procedure, making payments, and maintaining records of received payments.


Relevant proposals and recommendations by the COA have been sent to ministries and agencies to improve the compensation mechanism.
