Auditing measures of employment and income of the population involving banks

At a video conference meeting with the participation of banks held on December 16, 2024 under the President, an order was given to ensure employment and income of the population in mahallas. The Chamber of Accounts (COA) has audited the relevant measures done in this regard.

For reference: In January-April of this year, 1,770 thousand people were employed.


The study revealed some shortcomings in the distribution of loans within the programs and their effective use. For example:

- the indicator of ensuring employment of the population due to the launch of investment projects was achieved by 70 percent;

- the planned indicator of ensuring employment of the population due to the launch of investment projects was not achieved in any region, except for Tashkent region and Tashkent city;

- information on ensuring employment of citizens was repeatedly posted on the electronic platform "yangiish.mehnat.uz";

- some citizens registered as employed were not paid wages during the study period;

- some citizens registered as permanently employed were paid wages below the minimum wage;

- 5 percent of citizens registered as permanently employed were not working on the date of the study;

– Within the framework of the Financial Inclusion program, implemented jointly with the Asian Development Bank, the planned indicators were not met in the regions of Andijan, Ferghana, Tashkent regions and the city of Tashkent, and in banks – for Uzsanoatskurilishbank, the National Bank and the Xalq Banki.


Based on the results of the study, the COA gave relevant recommendations for the further organization of the effectiveness of banks in ensuring employment of the population.
