For reference: In 2024, the bank allocated 4 trillion soums in loans under the programs. To provide repeated support to individuals who received loans and achieved positive results, about 11 thousand project initiators were additionally allocated 489 billion soums of loan funds. As a result of the work carried out within the framework of the program, more than 228 thousand people were provided with employment.

During the audit, shortcomings in the distribution of loans under the programs and their effective use were identified. For example:

– goods (services) intended for purchase using loans were not delivered within the established time frame (within 10 days);

– loans were issued late (after 3 banking days);

– loans were directed to projects with low efficiency;

– loans were spent inappropriately, in particular, funds were cashed out or products were not delivered;

– citizens created a number of enterprises to evade value-added tax and income tax, which operated without reaching annual revenue of 1 billion soums;

– problem debt on loans under the programs increased sharply compared to the previous year;

– there were cases of conflict of interest, as well as overdue debt on loans belonging to bank employees and persons associated with them.

Based on the audit results, the COA gave relevant recommendations for a more effective organization of the system of issuing loans under family entrepreneurship programs.
