A training program under the ACCA qualification has been launched for employees of the Accounts Chamber.

The Accounts Chamber has been tasked with the broad implementation of international auditing standards in its activities.

On January 20 of this year, during a presentation to the Head of State on the activities of the Accounts Chamber in 2024 and the main objectives for 2025, a number of priority directions were outlined for the agency. Among them are the broad implementation of an audit system based on international standards and training the Accounts Chamber staff according to these standards.

To this end, in cooperation with the Singapore Institute of Management Development (Management Development Institute of Singapore) and the audit firm KPMG — a member of the "Big Four" — a professional ACCA qualification program was launched for the employees of the Accounts Chamber.

For reference: ACCA — the Association of Chartered Certified Accountants — was founded in 1904 in London, United Kingdom. Initially operating under the name London Association of Accountants, it became known worldwide as ACCA after several mergers and transformations.

On February 3 of this year, an official event was held to launch the training program, where organizational matters were discussed.

First Deputy Chairman of the Accounts Chamber M. Abdullaev emphasized the importance of continuous professional development for auditors in new methodologies and advanced practices. He noted that this would serve as a foundation for the participation of the Accounts Chamber’s auditors in international auditing processes.

During the event, the stages of the ACCA program, priority areas, and scheduling were agreed upon. Deputy Chairman of the Accounts Chamber S. Mirzaev was appointed responsible for organizing this process.

The internationally recognized ACCA program spans 18 months and offers the opportunity to acquire in-depth theoretical and practical knowledge in auditing based on international financial reporting standards, financial management, and performance management.

The purpose of the program is to develop practical skills among Accounts Chamber staff in auditing and financial management in accordance with international standards, to promote transparency and accountability in the public sector, and to conduct audits of international financial institution projects.

These efforts also lay the groundwork for the gradual involvement of the Accounts Chamber in auditing the activities of international organizations.

The ACCA training program covers a number of key areas. In particular, it explains the latest approaches to International Standards on Auditing (ISA). Auditors with ACCA qualifications will have essential skills for identifying and assessing internal control systems and risks within government institutions.

The program also includes training in strategic management and evaluation of the effectiveness of government programs. In addition, participants will gain knowledge and experience in budgeting, variance analysis, and expenditure management.

Particular attention is given to developing the skills of in-depth analysis of financial indicators. This is important for quickly identifying inconsistencies or risks during audits and for preparing recommendations for improvements.

A priority goal has been set to ensure the full certification of Accounts Chamber auditors under the international ACCA program.
