Supreme Audit Institutions of Uzbekistan and Hungary Strengthen Cooperation in Modern Audit Areas

On 19 September this year, a meeting was held in Budapest between M. Abdullaev, First Deputy Chairman of the Chamber of Accounts of the Republic of Uzbekistan, and László Windisch, President of the State Audit Office of Hungary.

The meeting focused on the current state and prospects of cooperation between the Supreme Audit Institutions of Uzbekistan and Hungary, exchange of experience in public auditing, development of digital and IT audit, implementation of international standards in practice, and professional development of auditors.

It was noted that meetings held over the past two years in Tashkent, Samarkand, Budapest and Sharm El-Sheikh have contributed to the consistent development of bilateral professional dialogue.

With the support of the State Audit Office of Hungary, cooperation between the Chamber of Accounts of Uzbekistan and the Supreme Audit Institutions of the Visegrad Group, as well as those of Central and Eastern Europe, has entered a new stage.

The meeting highlighted the experience of the State Audit Office of Hungary in conducting audits aimed at assessing the effectiveness of the use of the state budget, European Union funds, and public funds allocated to cultural organizations and foundations. The parties also exchanged views on approaches to assessing the effectiveness of the use of European funds and the fulfilment of obligations related to grants.

The Hungarian side’s experience in digital audit and the use of information technologies was also an important topic of the meeting.

In particular, it was noted that the EUROSAI Information Technology Working Group meeting held in Budapest in 2026 demonstrated the particular attention being paid to this area.

The parties agreed to continue exchanging practical experience of the Chamber of Accounts of Uzbekistan in cybersecurity in the context of digital public administration, ensuring data quality, and the use of artificial intelligence in audit processes.

At the conclusion of the meeting, specific measures aimed at giving practical substance to the cooperation were identified. In particular, short-term training courses on risk identification and international standards are planned for 2027. It is also planned to study, as a separate module, Hungary’s experience in developing an artificial intelligence environment, AI policy, and an audit knowledge base.

In addition, the participation of a delegation of the Chamber of Accounts of Uzbekistan in an international event on effective water resources management, scheduled to take place in Budapest in March 2027, is envisaged. The delegation is expected to deliver a presentation based on the results of audits being conducted in Uzbekistan in the area of water resources management. Following the event, proposals aimed at further improving water resources management auditing will be developed.

At the meeting in Budapest, the parties noted that mutual study of best practices in public auditing, professional development of specialists, and expansion of practical cooperation would further strengthen professional ties between the Supreme Audit Institutions of Uzbekistan and Hungary.
