New “Growth Points” Identified in Buvayda and Yozyovon Districts
The Chamber of Accounts analyzed the “growth points” and additional opportunities for the socio-economic development of Buvayda and Yozyovon districts in the Fergana region.
The study found that both districts have significant potential for developing industry, agriculture, tourism, services, investment attraction, and entrepreneurship.
In particular, in Buvayda district, it was proposed to make more effective use of the district’s tourism potential, rehabilitate old orchards and vineyards, develop the production of export-oriented fruits and vegetables, expand rice and strawberry cultivation, and establish industrial centers specializing in furniture production, metalworking, and garment manufacturing.
In Yozyovon district, projects were identified to establish an ecotourism complex around the “Central Fergana” reservoir, expand roadside services, develop lemon cultivation and fish farming, establish a specialized small industrial zone, and renovate the district center.
In addition, proposals were developed to make full use of the potential of existing small industrial zones in the districts, establish modern trade and service facilities along the A-373 “Tashkent–Osh” highway, and create training centers where young people can acquire modern professions.
According to the audit results, opportunities were identified to create nearly 16,000 new jobs across the two districts through the implementation of 240 projects in Buvayda and 317 projects in Yozyovon by the end of 2027.
As a result, it is planned to significantly increase industrial and service-sector output, expand export potential, increase local budget revenues, and promote employment.
Proposals were also made to introduce the “Electronic Hokimiyat” information system in the districts, enable online monitoring of socio-economic indicators, and expand capabilities for identifying the shadow economy.
To implement these measures, relevant draft resolutions of the Cabinet of Ministers have been developed. They are to be submitted to the Cabinet of Ministers after coordination with the responsible ministries and agencies.
