The event brought together representatives of the Chamber of Accounts of the Republic of Uzbekistan, the Agency for Industrial Cooperation and Public Procurement, the State Institution "Center for Enhancing the Efficiency of Projects and Procurement," the Ministry of Defense, as well as responsible officials from the ministries and agencies within the Armed Forces.

The seminar focused on the implementation of the Presidential Decree of the Republic of Uzbekistan on ensuring competition and transparency in the public procurement system, as well as compliance with the Law "On Public Procurement" and other relevant legal and regulatory acts by the ministries and agencies of the Armed Forces.

Representatives of the Chamber of Accounts, the leadership of the Ministry of Defense, the Agency for Industrial Cooperation and Public Procurement, and the State Institution "Center for Enhancing the Efficiency of Projects and Procurement" delivered educational and practical presentations.

Participants discussed and exchanged views on common shortcomings identified in budget execution practices in several sectors, including:

- concluding direct contracts without using competitive procurement procedures;

- conflicts of interest and affiliated-party relationships;

- signing contracts with suppliers that have overdue tax and fee liabilities or have failed to fulfill obligations arising from court decisions;

- artificial splitting of public procurement volumes;

- failure of procurement commissions to comply with evaluation criteria during competitions and tenders.

The training seminar was organized to prevent such shortcomings in the implementation of public procurement by the ministries and agencies within the Armed Forces. The second part of the seminar was held in a question-and-answer format.

Military personnel and representatives of partner organizations also participated in the discussions, sharing their opinions and proposals on further promoting a competitive environment in the field of public procurement.

The seminar became an important platform for strengthening transparency in the public procurement system and enhancing the legal knowledge and practical skills of responsible officials.
