During the event, Deputy Chairmen of the Chamber of Accounts A. Allaberganov and S. Mirzaev briefed participants on the measures implemented in recent years to modernize the system of state external audit and financial control, improve the national audit system in line with international standards, and strengthen the institutional development of the Chamber of Accounts.

It was noted that the Chamber of Accounts initially carried out traditional forms of financial inspections. Since 2017, it has been operating as the supreme state body for external public audit and financial control.

The adoption of the Law “On the Chamber of Accounts of the Republic of Uzbekistan” in 2019 legally strengthened its status, independence, functions, and powers. Subsequently, large-scale reforms were implemented to organize the state financial control system on the basis of modern audit mechanisms.

In particular, since 2022, alongside traditional inspections and examinations, financial, compliance, and performance audits based on risk analysis and conducted in accordance with international standards have been introduced.

Participants were also informed about the implementation of digital technologies in the field of state financial control. In particular, the “State Audit” software platform and the “Remote Audit” information system have been launched. Today, this system is integrated with 259 databases of 89 ministries, government agencies, and banks.

It was also noted that since 2025, artificial intelligence technologies have been introduced in the field of public procurement, with automated analytical modules being implemented in this area.

Special attention was also paid to the Chamber’s international cooperation. At present, the Chamber of Accounts is a member of such prestigious international organizations as the International Organization of Supreme Audit Institutions (INTOSAI), the Asian Organization of Supreme Audit Institutions (ASOSAI), and the Economic Cooperation Organization Supreme Audit Institutions (ECOSAI).

In addition, participants were informed about ongoing efforts to strengthen human resource capacity, implement international auditing standards and advanced methodologies, and attract talented young professionals to the field. In particular, it was emphasized that starting from the 2026/2027 academic year, the Higher School of State Audit has commenced its activities within the Tashkent State University of Economics.

Within the framework of the seminar, specialists of the Chamber of Accounts delivered detailed presentations on the Chamber’s functions and operating principles, monitoring the implementation of instructions, digital transformation processes, the remote audit system, and the implementation of ISSAI International Standards of Supreme Audit Institutions.

The interactive seminar enabled participants to receive answers to their questions and exchange views on the ongoing reforms in the field of state audit.
