Council of Heads of CIS SAIs held a meeting within INCOSAI
As was noted earlier, the 25th INTOSAI Congress (INCOSAI) was held in Sharm el-Sheikh, Egypt, from October 27–31, 2025.

As part of the Congress, was held a regular meeting of the Council of Heads of Supreme Audit Institutions (SAIs) of the CIS countries. The event was attended by the heads of the SAIs of Armenia, Belarus, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, the Russian Federation, and the Republic of Uzbekistan.
The Council has existed since 2000 and organizes discussions on public audit issues with the participation of the SAIs of the CIS countries every two years.
The theme of the 2025 Council meeting is "Digital Transformation in Public Audit Processes: Risks, Opportunities, and Innovative Approaches."
The choice of this topic is not accidental. The implementation of digital public audit mechanisms today is the foundation for effective public financial management. At the meeting, agreements were reached to further strengthen cooperation between the SAIs of the CIS countries, systematize the exchange of experience in digitalization, and implement modern audit methods.
A report on the activities of the Working group on developing state audit standards for the SAIs of the CIS member states was presented. A ceremony was also held to approve the methodological documents approved by this Working group.
At this year's meeting, the mandate of the Chair of the Council for 2025–2027 was officially transferred to the Chamber of Accounts (COA) of the Republic of Uzbekistan.
At the event, the First Deputy Chairman of the COA of Uzbekistan M. Abdullaev focused on the development trends of the digital audit system globally and presented information on transformations in the field of information technology and digitalization in Uzbekistan.
Information on the activities of the COA’s Remote Control Center was also presented. In particular, were outlined practical results on the automation of risk analysis based on big data and the use of artificial intelligence algorithms in audit decision-making. Following the event, the participants adopted a Resolution and a Decision. The participating states emphasized the important role of modern digital technologies and data analysis methods in audit activities. They set the goal of developing innovative approaches to digital auditing based on high-quality and comprehensive data.
The practical work on the use of artificial intelligence technologies will continue, expanding the scope and depth of analysis in audit and expert analysis activities.
The Parties noted the promotion of remote auditing by expanding access to audit object databases.
The participants also agreed to hold a multilateral academic and practical conference "Digitalization of Public Audit Processes and the Use of Artificial Intelligence," in autumn of 2026 in Samarkand.
This Council meeting took the dialogue between the SAIs of the CIS member states to a new level.
