A Representative of the Chamber of Accounts — Chief Inspector — Has Been Appointed to the Ministry of Culture

At the initiative of the Chamber of Accounts of the Republic of Uzbekistan, a training seminar dedicated to further improving the system of state audit and financial control was held at the Ministry of Culture of the Republic of Uzbekistan.

The event was organized within the framework of implementing Presidential Decree No. PF-252. It was particularly emphasized that an entirely new control model based on the principle of “prevention rather than detection” is being formed. This approach prioritizes the early identification and prevention of the causes of financial violations rather than merely eliminating their consequences.


The event was attended by senior officials of the ministry, as well as more than 60 responsible managers and specialists from 40 organizations within the system, including chief accountants and representatives of internal audit and compliance services.


The seminar was aimed at bringing state financial control to a new level, introducing modern approaches into the sector, and improving practical mechanisms. Ongoing reforms, advanced practices, and new control methods were comprehensively discussed during the seminar.


During the event, the representative of the Chamber of Accounts at the Ministry of Culture — Chief Inspector Sh. Musalimov — presented detailed information on the agenda items, including the essence and significance of the Presidential Decree, newly introduced mechanisms, and priority areas within the state audit system.


As noted, starting from April 1, 2026, the activities of the Chamber of Accounts representative — Chief Inspector — were launched in republican and local executive authorities. This institution is serving to elevate state financial control to a new stage.


For reference, in accordance with the Law of the Republic of Uzbekistan “On the State Budget of the Republic of Uzbekistan for 2026,” the total amount of budget funds allocated to the Ministry of Culture of the Republic of Uzbekistan amounts to 1,282.4 billion soums. Of this amount, 970.5 billion soums (75.7 percent) are planned for maintaining system organizations, 267.0 billion soums (20.8 percent) for development programs, and 44.8 billion soums (3.5 percent) for capital investments related to the design, construction (reconstruction), and equipping of facilities.


Practical recommendations were also provided on preventing violations of budget legislation, early identification of financial risks, efficient and targeted use of public funds, ensuring legality in public procurement, and reducing corruption-related factors.


At the conclusion of the event, existing issues in the sector were analyzed and specific measures for their resolution were identified.


In addition, it was noted that enhanced control over every budget fund is being established through the introduction of the chief inspectors institution, continuous monitoring, and digital control systems. This will contribute to ensuring the targeted and efficient use of public funds and increasing the level of transparency.
