ANALYSIS OF THE IMPLEMENTATION OF TASKS SET FOR WATER RESOURCES MANAGEMENT AND THE DEVELOPMENT OF THE IRRIGATION SECTOR
The Chamber of Accounts conducted a remote analysis of the implementation of the tasks assigned to the Ministry of Water Resources regarding water resources management and the development of the irrigation sector, and provided practical assistance to ensure their execution.

It should be noted that large-scale reforms have been carried out in this sector in recent years. In particular:
– The Ministry of Water Resources’ information systems “Water Accounting” and “Risk Analysis” were registered in the “Reestr.uz” system and introduced nationwide.
– The information systems were integrated into the interdepartmental “Digital Government” platform and are being gradually improved together with “Unified Integrator Uzinfocom” LLC.
For reference: currently, inter-system data exchange has been established in 14 areas, and within the framework of the pilot project in Syrdarya region, water consumption accounting through the “Water Accounting” information system on tablets has been launched. A mechanism for identifying and verifying water consumers (individuals) through FaceID using the Ministry of Justice database has also been introduced.
– Data exchange has been established with the “UZCAD” information system of the Cadastre Agency regarding land cadastre numbers of farms and dehkan farms, as well as with the taxpayer database of the Tax Committee.
Digital passports were created for 83 reservoirs, 1,779 pumping stations, 4,498 irrigation wells, 13,606 canals, 45 rivers and streams, 344 hydraulic structures, 8,712 collector networks, and 28,434 monitoring wells across the republic.
– The “Risk Analysis” information system of the “Suvxo‘jaliknazorat” Inspectorate was integrated with the Business Representative platform, enabling the registration of inspections related to water use and the generation of documents on their results within the system.
– To monitor electricity consumption, the “Pumping Stations” information system was integrated with the “HET billing” system, enabling online transmission of data from ASKUE meters installed at pumping stations and vertical wells to the ministry.
For the installation of 322 transboundary and 28 interregional devices capable of determining water flow from major water sources in real time, hydraulic posts and the equipment installed at them were inventoried, and data on the technical characteristics and parameters of transboundary and interregional hydraulic posts were compiled.
In January of this year, a working group consisting of representatives from the Ministry and “N-Com Central Asia” LLC revisited sites and studied the technical condition of 231 transboundary hydraulic posts.
Alongside the positive developments, several problems and shortcomings were identified in the implementation of the assigned tasks:
Since the installation points for 350 devices intended to determine water flow at the republic’s borders in real time have not been fully identified, no tender has been announced for their procurement and installation.
The technical documentation of the project has not been fully developed and has not been submitted to the “Center for Comprehensive Expertise of Projects and Import Contracts” for examination.
The Ministry is proceeding very slowly with the development of 10 information systems and their placement on a unified platform.
The integration of the developed information systems with the databases of 14 ministries and agencies has been completed only for 7 systems, while work on the remaining systems has not been carried out because their technical documentation has not passed examination by the “Cybersecurity Center”.
At the same time, the launched information systems and software products have not been registered as intellectual property objects.
Out of 10,058 electricity metering devices entered into the information system, 1,300 have still not been integrated into the “HET” database.
The “smart water” devices installed at 1,704 out of 1,895 inter-district points require improvement, as they do not measure water velocity.
Since the data mwr.uz software, which forms the database for “smart water” devices and pumping stations, is not functioning at the Ministry, data from electricity and water meters are not being transmitted to the “Pumping Stations” information system.
Although devices have been installed at 43 reservoirs, they are not being used because the “Water Facilities” software has not yet been completed.
Based on the analysis results, the following proposals and recommendations were provided to the relevant ministries and agencies in order to eliminate the identified shortcomings:
-fully determine the installation points for 350 devices capable of measuring water flow at the republic’s borders in real time;
-complete by July 1, 2026 the procurement, commissioning, and integration of the devices into the existing information systems;
-complete the installation of 71.2 km of fiber-optic communication cable at 14 major reservoirs;
-by September 1, 2026, ensure the full installation of improved water measurement devices at 1,895 inter-district points planned for the second stage, based on existing experience;
-establish working groups in the regions under the leadership of responsible officials of the Ministry of Water Resources in order to organize device installation and accelerate integration processes with the central system;
-improve communication quality for 782 of the 1,300 electricity metering devices not integrated into the information system, repair 97 devices, and replace 421 devices with new ones.
The above-mentioned problems and shortcomings, as well as proposals for their elimination, were submitted to the Presidential Administration, and the Cabinet of Ministers assigned relevant tasks to the respective ministries and agencies.
