Ministry of Water Resources: audit of instruction implementation

The Ministry of Water Resources reviewed the implementation of water management tasks assigned at a videoconference chaired by the Head of State on November 7, 2024.

It was noted that the tasks were carried out under constant supervision, and those whose deadlines had passed were not fully completed.


In accordance with the Decree of the President of the Republic of Uzbekistan dated December 26, 2024 (No. DP-454), an audit of the effectiveness of the use of funds allocated for the reconstruction of canals in 2025 was conducted.


It was found that the selection of contractors by the Council of Ministers of the Republic of Karakalpakstan and regional khokimiyats was delayed by 10-69 days.


It was found that, despite canal concreting work being carried out in the first quarter of this year, not a single facility was commissioned.


An analysis of the implementation of water-saving technologies revealed instances of non-use of drip irrigation technologies. Between 2020 and 2025, the Ministry of Water Resources transferred a number of pumping stations to a private partner under a public-private partnership (PPP) agreement, conditioning that they should be modernized and managed effectively.


However, the Ministry carried out this work inconsistently. Specifically, regular semi-annual monitoring of the work performed under the agreements was not conducted.


The Ministry did not receive documented information on the work performed by the private partner.


A lack of procedures for establishing minimum requirements for the private partner's investment volume and energy conservation in PPP projects was identified.


An analysis of the automation and digitalization of water and electricity metering, as well as water management facilities, revealed that the information systems developed in the industry are currently not fully functional.


The Chamber of Accounts issued recommendations to the relevant organizations to address the aforementioned deficiencies.
