Provision of General Education Schools with Foreign Language Teachers and the Efficiency of Allocated Funds
The Chamber of Accounts conducted a remote analysis of the provision of general education schools within the system of the Ministry of Preschool and School Education with foreign language teachers, as well as the efficiency of the funds allocated for this purpose.

It should be noted that by the end of the 2023/2024 academic year, in 500 schools where foreign specialists had been engaged, students’ proficiency in foreign languages increased on average from 5 percent to 15 percent.
During this period, 8,951 students obtained international language certificates, which is 1.4 times higher compared to 2023 (5,296 students).
Alongside the positive results achieved, the analysis also identified certain problems and shortcomings. In particular:
In 2024–2025, the objective of improving the quality of education was not fully achieved in some schools where foreign teachers were engaged;
-For example, in the 2024/2025 academic year, students in a total of 33 schools in the capital and regions where foreign specialists taught do not possess foreign language certificates or the number is extremely low (only 1 student).
-Although there are 156 classes in 16 schools across the republic specializing in in-depth teaching of Chinese, Hindi, Arabic, Japanese, and Spanish, foreign specialists have not been sufficiently engaged in these schools;
-Although “Bilim Tech LLC,” which issues the “Astrum Certified IT Educator” certificate, does not have the authority to organize national testing or assess the quality of education, its certificates are still being taken into account when calculating additional payments;
-In the “ERP.maktab.uz” system, there is no function for automatic verification of the validity and expiration dates of international certificates such as “APTIS for Teachers” and “TRKI,” as well as for determining additional payments for foreign language proficiency. As a result, there are cases of incorrect calculations of additional payments due to the human factor;
-Suspicious (risk) payments amounting to 3.8 billion soums were identified due to overpayments of bonuses to pedagogical staff of general education schools for certificates whose validity had expired. These cases were referred to the ministry’s internal audit service to clarify the actual situation.
Based on the audit results, a number of practical proposals and recommendations were developed to further enhance the effectiveness of measures aimed at financially supporting participants in foreign economic activity.
In particular:
1.When concluding contracts with foreign specialists, it is necessary to define target indicators and orient their activities toward measurable results. This includes:
– establishing KPI indicators for foreign specialists engaged in educational institutions to achieve specific outcomes;
– assessing the quality of education in schools with foreign specialists and revising the prospects of cooperation based on the results.
2.Introducing an electronic registry of certificates in the “ERP.maktab.uz” system and enabling the automatic determination of bonus payments for language proficiency without human intervention.
3.Paying additional allowances to informatics teachers in general education schools based only on certificates issued by organizations authorized to assess the quality of education.
4.Establishing “Local Language Corners” in local “Barkamol Avlod” centers, schools, or other institutions, involving both foreign specialists and local teachers, to develop practical skills in four areas—listening, speaking, reading, and writing—as part of effective foreign language learning.
During the audit process, the identified issues and shortcomings in the sector were discussed with the participation of responsible officials of the ministry, and relevant instructions were sent to the ministry to eliminate these deficiencies and prevent their recurrence in the future.
